Attention CASS, CASS/DPV, and Move18® (NCOALink®) customers:
Effective July 9th, 2007, we will be implementing changes in our service offerings
to be in compliance with the USPS® CASS™ Cycle L involving DPVTM and LACSLinkTM.
In its continuing effort to reduce UAA (undeliverable as addressed) mail, the USPS
is requiring that, effective August 1, 2007, DPV and LACSLink technologies be included
as part of the Address Standardization process. This new requirement ensures that
a Zip + 4 will only be assigned when the primary number of the address can be validated
via DPV and that appropriate LACSLink conversion has been made to the address, where
applicable. These changes are expected to help ensure better mail deliverability.
The changes we are implementing as part of this USPS requirement are:
- Adding a new service CASS/DPV/LACSLink. This service will meet all new requirements
of CASS Cycle L and replace previously offered CASS and CASS/DPV services.
- Providing a slightly revised file layout to include DPV and LACSLink fields where
not previously offered. A copy of this layout can be viewed below.
- Eliminating CASS only service.
- Eliminating CASS/DPV service.
- Adding LACSLink to our Move18/DPV service which includes populating a previously
blank field with the LACSLink indicator.
- Minor pricing revisions to the Move18 service.
It is also important to note that due to the increased data being processed with
LACSLink and the new software required for running the datasets, you may experience
some increase in the turn around times for your files. Please factor a potential
delay into your production schedule. We are making every effort to minimize this
issue and to provide you the same level of service you have grown accustomed to
with Listcleanup.com.

Suppression Flags for Hurricane Affected Zip Codes
Due to significant disruption and damage caused by Hurricane Katrina in Alabama,
Louisiana, and Mississippi, the US Postal Service operations have been suspended
or significantly reduced in a number of previously deliverable zip codes.
Mailnet Services, Inc. would like to assist you and your clients in making decisions
on whether or not to mail to these areas. As such, we have added a service to Move48,
Move18, CASS, and CASS/DPV, that will flag those zip codes that the USPS has identified
as being either closed or having limited operations.
How it works? When you select one of our services mentioned above we will
route you to a web page which asks if you would like Disaster Area Zip Code Suppression.
If you select “No” you will proceed through our normal ordering process. If you
select “Yes” we will process your file through the NCOALink or CASS service
selected and as a final step add a new field that flags affected zip codes. Affected
zip codes will be flagged with “1” for Closed Zip Code or “2” for partial or limited
service in the zip code. When you receive your return file it will be up to you
or your clients to decide whether to delete these records from your mail file.
Is there a fee for this service? No, at this time we will not be charging
for this add-on suppression. The only charge will be normal fees for the NCOALink
services (Move48 and Move18) and CASS services.
Will my turn time for processing be affected? We will make every effort to
avoid causing delays in processing your files. However, our services typically are
automated and adding the Disaster Zip Code Suppression to your order will skip some
of our automation. During normal business hours, we expect minor delays in processing
your file. After-hours and weekend orders could be delayed 1-2 days. Please plan
accordingly in ordering if you want to add this Suppression service.
How often will affected Zip Codes be updated? We will be using the USPS official
Weather Related Service Updates located at ribbs.usps.gov
under Impacted Delivery Areas as our reference. We will update our affected
Zip Codes data tables at least weekly. We advise that you check the website above
prior to deleting records from you database for the latest updates.
We hope you will find this service helpful, but understand that because of the constantly
changing nature of the situation in these disaster areas, we cannot guarantee 100%
accuracy in the flagging of selected records.

NCOALinkTM Update-Move18®
Mailnet Services is continuing its transition to NCOALink with the announcement
of Move 18 services! Move18 is our latest offering of NCOALink with 18
months of change of address information. Last month, we were certified by the USPS
as a limited service provider for this service. We are proud to say we are one of
the only companies providing the full range of USPS move update products, including
Move48 (NCOALink 48 months of data), Move18 (NCOALink 18 months
of data), FASTForward® (13 months of data). Our new Move18 service includes
the following benefits and features:

NCOALink Update - Move48®
1. Where does listcleanup.com stand with regards to NCOALink?
As we have since our beginnings, listcleanup.com will continue to offer our clients
options to meet the USPS First Class Move Update regulations. We have offered both
NCOA (48 month COA service) and FASTforward (13 month COA service) for
years and, in the future, we will offer both the new NCOALink 48 month
service (we call this Move48®) and the new NCOALink 18
month service (we call this Move18®).
The transition to the NCOALink 48 month service will begin in September
2004 as NCOA, in its current form, will be phased out effective Thursday, September
30, 2004. The USPS will phase out FASTforward in September
2005 and our transition plan will be to offer both FASTforward and the
new NCOALink 18 month database into 2005.
2. What changes will occur with the new NCOALink technology?
- We expect the changes affecting most of our customers to be minimal, but here is
a summary of changes for the NCOALink 48 month service (Move48®):
We will require new NCOALink Processing Acknowledgement Forms (PAFs)
to be completed and on file prior to processing your order. This form is similar
to those in the past with the exception that you will need to add your North American
Industry Classification System (NAICS) Code on the form. (You can view a full NAICS
code listing under the “Help” then “FAQ” links on the web site.) If you have ordered
NCOA from us in the last couple months, you already have this new form on file.

If you are familiar with or have used the “Nixies” on your NCOA output files, you
will see a change here. The USPS has both changed the name “Nixies” to “Return Codes”
and changed the coding classifications
- Our layouts have changed slightly, but we know that for those automated into our
layout, any change, however small, is still an inconvenience. We apologize for the
layout change, but a major reason for it was due to changes in the USPS database
layout and return coding classifications. Click here to get the

We encourage you to review this new layout as soon as possible to simplify your
data processing and mail production transition to NCOALink.
